[Line out] infringement preventing QTI/lineout (take 2)

a different thread made me wonder about this.

Scenario 1:
Red kick from their 10 metre line and ball goes out on full on Blue 22 metre line (therefore no gain in ground). Ref blows whistle.

Blue player gathers ball and prepares to make a QTI but is punched in the face by an onside Red player and prevents the QTI. Advantage does not accrue. As well as a RC, what is the correct restart?

a) penalty kick 15 metres in, in line with where infringement occurred (Blue 22)?
b) penalty kick 15 metres in, on line of touch (Red 10 metre line)?

Scenario 2:

Blue player gathers ball and jogs towards LoT for the lineout. He is punched in the face by an onside Red player. Advantage does not accrue. As well as a RC, what is the correct restart?

The QTI could have been taken anywhere, from blue try line to the LoT -- so I am going for the place most advantageous to them -- 15m in on the line of touch (b) and (b)

B and B. Giving the penalty at the place of infringement is inequitable.

10.4(n) for both cases? Penalty where play would restart so 15m in on line of touch

Exactly. This is the difference between Foul Play whilst the ball is out of play, and an infringement to Law 19 that prevents a QTI.
