I've searched on this site, and also on the IRB site. Not surprised I find nothing on the IRB site, but thought I should have found it here.

Any link to the official IRB (not RFU, or ARU, or....) ruling on the "man off" issue?

Cheers

Current Referee grade:
Level 8
I thought this was an RFU ruling, not an IRB one?
In which case there wouldn't be anything to find?

The Law books gives unions right to vary (3. something).

I thought the RFU based there ruling off an IRB advise or similar. Trying to see if there is any advice from the IRB on this.

We are looking into possible putting something similar into place over here. And it would be a lot easier if the IRB had provided a framework for this.

Even more unhelpful - 2013 law book has the section in Law 3 allowing it, but it is missing in the new 2014 law book.

Grrr.
bleeding IRB

using the search function on the website gives me

[LAWS]Law 3: Number of Players - The Team
3.13 Rolling substitutions
A provision may be introduced that where uncontested scrums are ordered as a result of there being no suitably trained and experienced front row replacement for any reason, the team concerned shall not be entitled to replace the player whose departure caused uncontested scrums.[/LAWS]

but clicking the link leads me to

http://www.irblaws.com/index.php?highlight=uncontested scrums&law=3.13

[LAWS]3.13 Rolling substitutions
A Union may implement rolling substitutions at defined levels of the Game within its jurisdiction. The number of substitutions must not exceed twelve. The administration and rules relating to rolling substitutions are the responsibility of the Union having jurisdiction.[/LAWS]

that must be the change from 2013 to 2014

So have the IRB rescinde the unions right to have man-off ? Perhaps it won't be there next season
