Northampton's last-minute quick tap penalty. Was it legal ?

In this weekend's game, I see Northampton get a 81st minute penalty , 5 metres out.
Ribban takes it quickly and just manages to get over the line ( with some degree of skill actually !).
When I watched it again, it looked like he didnt take the penalty kick properly.
He places the ball on the 5 metre line, then steps up to it but the ball is not moved a visible distance. He appears to just pick up the ball and start running.
Would be interested if anyone has an opinon ? Cheers

Its certainly not an C&O tap etc.

He got lucky I'd suggest.

With the benefit of half speed replay, A clear and obvious brain fart moment on the part of the officiating team, and a lock who doesn't know the laws and got away with one. No attempt to lick the ball, just lifted it up.
