I suspect we are seeing the end of the arm sweep that some utilize. Blow the whistle and sweep arm in the direction of the kick off.

Personally I just use the 'clock on' signal with my arm straight in the air at kick off.

Start of each half, I just signal with my left hand and whistle... Not required or supposed to, just a feature of my refereeing.

When assessing so that I have an exact mirror of the playing time, I like to see every time-on and time-off signalled with the refs vertical arm and hand at wrist (and time-on called on the radio).

So before any kick off or a re-start if clock stopped, I expect to see the ref's arm raised, then the whistle blown and all sorts of arm sweeps, windmill arms, etc for kick offs.
