[Law] Restart after TMO shows that ball is short of the try line

Current Referee grade:
Level 9
I just saw some of the highlights of the England v Wales U20 match. A try was awarded after consultation with the TMO (in my view correctly) when an England player was hauled down shy of the Wales goal line but managed to reach out and place the ball against the post protector and the ground. My question is this - if the TMO had advised 'no try' due to the ball being short of either the tryline or the post protector what is the correct way to restart the game? I feel I should know this but racking my brains!!

smudgie, you are correct in thinking law 20.4 d would apply - the ref has stopped the game for something not specifically covered.

scrum sounds right, awarded to team going forward (eg England in this OP)
