Earlier we established that Japan was a SANZAR nation ; and for that reason the following RWC would go to a home nation. Not all the Japanese stadiums are all-seater affairs either, so I foresee no problem with Ireland's current bid.

maybe the success or otherwise of the women's WC in Ireland this year might be the litmus test

Not sure, as the scale is very different. But not long to go to find out the answer to that one...
