Is anyone refereeing the student womens' game?

The BUCS rules state that below the premier league the U19 scrummage laws apply. To me these are in summary ..

1. Max 1.5m push
2. Max 45 deg wheel
3. Matching numbers
4. Scrum Half stays at tunnel until ball out.

In a recent match I noted that only 1. was being followed. Should it not be all of 2. to 4. above?

And my favourite (now): Ball must be released from the scrum - a player must not intentionally keep the ball in the scrum once the palyer's team has heeled the ball and controls it at the base of the scrum (20.9(k))

I shall find out tomorrow whether Portsmouth / UCL expect that all the U19 scrum variations are to be followed.
