[In-goal] Who took the ball in?

Intetesting passsge of play in the Ospreys v Scarlets game this weekend - Ospreys hoof the ball downfield and Steff Evans fumbles it on his 5m line but without knocking on. He tries to evade the arriving back row but gets caught by one leg and brought to ground. Tipuruc and Alan Wyn are all over him at the ensuing breakdown and Alan Wyn, initially off his feet then crawling basically handbags Evans back into in goal. Ben Whitehouse awards a scrum 5 which certainly rewards the initiative and attacking flair, but I cant help feeling the shove back off feet was naughty!

Why not a PK then ? (for off his feet interfering with play etc) ?

Aside from the ref didn't see it that way obvs
