The ball rolling to a player already on the ground was always a grey area, and judged differently by different refs even at the very top level. That's what I mean by a formalisation - it's a clarification rather than a change (although they could have just issued a clarification).
Clarification, Change, Removal of grey area, resolution of ambiguity, filling a lacuna ...
Whatever you want to call it, it doesn't seem to have worked, as a lot of refs (here at least) seem to saying they will take no notice and will continue to ref these scenarios exactly as they always have : ie different refs will make different decisions.... even though it's no longer a grey area.
must be very frustrating for the Law Book authors.
