Good question. :chin:

I assume that if the ball was still on the FoP (even if the kickers foot was in touch) it would be OK. Happy to be corrected though.

Current Referee grade:
Level 7
Law 8b has direct relevance to 8.13 and states:

[LAWS]The kicker … takes the kick in the field of play[/LAWS]

So, if the field of play is mud-bound, the kicker cannot move the place of kick onto firmer ground off the field of the play.

That's the logic for 8.13.

so that just means take the kick within the FoP. Not once the ball has toppled into touch he can't pick it up, bring it back into the FoP and DK it. etc.

In many 7's tournaments where there are not lots of officials and ball boys the conversion is taken from behind the posts in the deadball area or further out and kicked back to the field of play. Obviously this is mainly to speed up the restarts and does not happen in the elite game but this suggests that it is not allowed by the laws. Perhaps there should be a further law variation for 7's to allow it?

I believe this has no basis in law. It is a local/competition specific allowance.
