Ian, are you suggesting to award scrum after full time or blow full time?
I'm saying that if the place kick went
accidentally into touch, or if I was
unable to determine if the place kick was intentionally kicked into touch, I would award a scrum after full time.

(e) If time expires and the ball is not dead, or an awarded scrum or lineout has not been completed, the referee allows play to continue until the next time that the ball becomes dead. The ball becomes dead when the referee would have awarded a scrum, lineout, an option to the non-infringing team, drop out or after a conversion or successful penalty kick at goal. If a scrum has to be reset, the scrum has not been completed. If time expires and a mark, free kick or penalty kick is then awarded, the referee allows play to continue. [/LAWS]
IMO, if the ball is incorrectly kicked into touch then it is not dead, even if time expires.
However, if I determined that the kicker
intentionally kicked the place kick into touch, then I would award a PK at the mark

(a) Intentionally Offending. A player must not intentionally infringe any Law of the Game, or play unfairly. The player who intentionally offends must be either admonished, or cautioned that a send off will result if the offence or a similar offence is committed, or sent off.
