CR's point is fairly straight forward & reasonable.

If the ref decides that a PT is warranted, is there a simpler process that we could adopt than making the signal under the crossbar?

Agree or disagree, it's not rocket surgery.

His point was the Law requires the ref to "run away" he failed until page 7 to admit he was not telling the truth. Once that fact is established. There clearly is not an issue. As stated by others, this is a "solution" to a problem that does not exist.
