U13 NRoP for England for the season 2016/17 have this:

[LAWS]14. b) The ball carrier may run and dodge potential tacklers but must not
fend or hand them off above the armpits.[/LAWS]

I don't think the U13 game will be any the worse for that...

Yes agree ,,a player with ball ( blatantly standing still ) ,,,
I could accept pushing him to floor would be penalty situation .
And yet, if the player standing still were the potential tackler and not the ball carrier, it's legal for the ball carrier to dump him on his arse. it's a funny old game when refs get on a personal bandwagon, isn't it? re the junior hand-off:

Fairly sure. I had an assessor pick me up on it, anyway.

Assessors? Pah! What do they know?

Edit - just checked the NRoP under the twin threads for U.13 and U.14. The U.13 does indeed restrict the hand-off to below the shoulders; the U.14 does not.

The part in red isn't realistic. That would mean the top of the shoulder, as the defender aims to put his shoulder in the shorts, is off limits.

I agree that the hand in the face shouldn't be encouraged, although the Blue player ma have learned something from it.

If the potential tackler is already stooped for the tackle it is generally too late to hand off - you want both hands on the ball at that point to ensure it is not dislodged.

Just to add that from 1st August in RFU land there are new rules of play that change the handoff regs.

u11s and below = no hand offs
u12s and u13s = hand offs not above the armpits
u14s onwards = as per adults
