when are you sacking the catcher, and when are you collapsing the maul that has formed -- is it just a matter of split second timing?

what constitutes forming a maul? If it's before that - it is a sack. If it's after that - it is collapsing the maul.

A maul is formed when a player from each team is bound to the ball carrier. "Binding" is defined[LAWS]Binding: Grasping firmly another player’s body between the shoulders and the hips with the whole arm in contact from hand to shoulder.[/LAWS]
If you tackle the ball carrier below the hips, you are not binding and therefore not forming a maul.

Other non-binding approaches, such as pulling him over just using your hands, can be contentious or unclear.

What OB said, and what I coach.

To keep things really clear we also have calls - everybody bar the sacker stands BACK and away from the sacker, and the sacker shouts "sacking" when grabbing the catcher BELOW the hips.

(once he's hit the ground)

I like that, you are making it easy to referee.

That's the whole idea CR - trying to help the ref understand that we UNDERSTAND what we are doing, whilst trying to make sure that we are not "accidentally" penalised by creating something that isn't what the ref is expecting.

If the sack is done backwards ie pulled towards our own DBL the ball hopefully ends up closer to our defenders who have stepped back in preparation, and away from the oppo supporters who have an extra step to take - which hopefully gives us time to get hands on from behind "the gate"

In a perfect world... ;-)
