U16 - fight - sub attempts to join in

U16 game at the weekend (I was watching!). Fight broke out between 3 or 4 of each side. Ref split them up, no issue. But one of the subs ran 60 metres to join in. By the time he got there, the sides were separated and so he didn't attempt to join in, and then trotted back. Ref didn't see this, as he was splitting up the players and then issuing a b0ll0cking.
For my future benefit (in case such a thing happens) - what should the ref (if he'd seen the sub run on) do if the sub:
(a) runs on, runs off
(b) runs on, joins in fight
Even if a card is issued it doesn't penalised the team at the time?

National Panel
a) Bollocking for me - his brain has re-engaged before he has actually done anything. Point out that if he had got involved he'd be gone.
b) Red card. However, as he is not yet on the pitch, his side still plays with 15.

I have had both scenarios happen in past Colts matches

a) after all calmed down, sub summoned onto pitch with coach, major dressing down, and warned that in my book once on the pitch he had received a final warning already and any further issues with him could result in any sanction being applied without any further warning.

b) three player handbags erupts in midde of pitch near half way line, tracksuited sub runs on, past me and rabbit punches back of head of oppo handbagger.

After separation the handbaggers all got YCs - the sub got a RC, and one of his coaches escorted him to dressing room, packed his bag and took him out of club grounds and told him to never return - rubber stamped by club disciplinary committee. The head coach pro-activley took one of his players off to reflect the dismissal of a sub, I tolod him he didn't have to but he insisted, until away team manager said he wanted them to have a full XV.

a) 16 players on the pitch, PK against his team where play would restart. ;)
b) RC the player.

thing is... as he never actually got involved what if he claims 9and maybe genuinely! he wanted to make sure his mate DIDN'T get involved by running on and he was going to restrain his mate? Yes he shouldn't be on the pitch - but whilst this is a long shot... you never know...

Its a management thing, but I think erring on the side of "SOME referees might think you were going to be involved which WOULD be a red card. I suggest you REALLY don't give ME that impression - n'est-ce pas?" ;-).

can you effectively YC a bench player (presumably they can't come on for the priod of the YC?)
