Found this. Stud check and team talk. Says It’s a legal requirement but doesn’t say what the basis for the legality is. But at least it is written down!

Doesn't mention front row briefing though ? The one bit I understand (or understood!) is mandatory

I found this one, that says " you must cover the scrum procedure"

Being practical

There is a very wide understand that front row briefing is mandatory, even if we can't actually find that set out, so would be foolish not to do it

Also the players expect a PMB if you didn't do one at all they would find you odd

Current Referee grade:
Level 8
Pretty much expected for the US and part of the Game Management Guidelines.
It has that the PMB is “primarily an opportunity for the captain and referee to introduce themselves and build trust” but then has it should have the front rows and 9s as a minimum and we outline to them all the scrum engagement and related expectations.

Never had any pushback on having a PMB, or kit/cleat checks.

Stud check is written into laws...anything more seems to be optional or regulation specific.
