It is nothing to do with being material or not.
Whether contested or uncontested full scrum laws and protocols should apply, with a consistent management style being given by the referee.
Some uncontested scrums may be for 10 mins (YC) or 15 mins (blood bin), others for an entire match - in my mind it maters not, as at all times we should be keeping SH feed, back row binding etc consistent with a fully contested scum.
A quick word with the offender, "get it right lads", reminder to defensive flanker about his bind (he is bound to be slippping it !) and get on with the reset.
