Watching Italy vs England. Blue winger 14 heading down right wing Marcus smith makes tackle then while on floor post tackle pulls him into touch, lineout England. correct call? Tackle made should release right?

I am right that this is not a new law but has always been there. I recall it being applied in a England 6 nations game quite a few years ago, possibly 5 yrs.

Is it still the case that a game can’t finish on a penalty? And that the team awarded such penalty can kick to touch and take the lineout even if time up?

If a player is already on the floor, on his knees as an example, can he still make a tackle in open play? I’ve seen a comment before that rugby is a game played on your feet but couldn’t find it in an online rule search.
